§ 15-443 SEWER SERVICE CHARGE.
   (a)   The monthly charge for sewer service shall be as follows:
      (1)   Each user shall pay for the services provided by the city based on his or her use of the treatment works as determined by water meters acceptable to the city;
      (2)   For residential and business contributors, monthly user charges shall be based on average monthly water usage during the months of January, February and March. If a residential or business contributor has not established a January, February or March average, his or her monthly user charge shall be the median charge of all other residential or business contributors; and
      (3)   For industrial and commercial contributors, user charges shall be based on water used during the current month. If a commercial or industrial contributor has a consumptive use of water, or in some other manner used water which is not returned to the wastewater collection system, the user charge for that contributor may be based on a wastewater meter or separate water meter installed and maintained at the contributor’s expense and in a manner acceptable to the city.
   (b)   Effective May 1, 2021, the minimum charge per month shall be $13. In addition, each contributor shall pay a user charge for the operation and maintenance including replacement of $5 per 1,000 gallons of water as determined in the preceding division (a). Both the minimum charge and the maintenance charge shall be increased by 5% each year on March 1, 2022, 2023, 2024, 2025 and 2026. The charges shall be based on a minimum usage of 1,000 gallons per month.
   (c)   For those contributors who contribute wastewater, the strength of which is greater than normal domestic sewage, a surcharge in addition to the normal charge will be collected. The surcharge for operation and maintenance including replacement is $0.06756 per pound BOC and $0.06757 per pound SS.
   (d)   Any user which discharges any toxic pollutants which cause an increase in the cost of managing the effluent or sludge from the city’s treatment works, or any user which discharges any substance which
singly or by interaction with other substances causes identifiable increases in the cost of operation, maintenance, or replacement of treatment works, shall pay for such increased operation. The charge to each user shall be as determined by the responsible plant operating personnel and approved by the City Council.
   (e)   The user charge rates established in this section shall apply to all users of the city’s treatment works.
   (g)   The above rates shall take effect on May 1, 2021, and on March 1 of each year thereafter.
