(a) The speed limit for northbound and southbound traffic on Third Street from Hamilton Street to Pine Street be changed to 20 mph between the hours of 7:00 a.m. to 8:30 a.m. and 3:00 p.m. to 4:00 p.m. on school days when school is actually in session and that such area shall be considered a school zone during said time.
(b) At all other times, the speed limit in the above described area shall be 30 mph.
