A durable sign, plainly visible and legible, with the wording thereon sufficient to be easily read from a distance of 15 feet, shall be placed at the entrance of the dumping grounds, advising the public of the hours the same is to be kept open, of the charges therefor, of the use thereof, and of the penalty for the violation thereof.
