The members of the Recreation Commission shall annually elect one of its members to serve as the presiding officer to be known as the Chairperson, one as Vice-Chairperson and one to serve as Secretary of the Recreation Commission. All members and officers shall serve without pay; provided, that such officers shall be reimbursed for any expenditure made for the benefit of the recreation program.
