§ 4-707 MISCELLANEOUS PROVISIONS AND REQUIREMENTS.
   The following methods of operation by any permit holder under this article shall comply with the following provisions:
   (a)   Surface pipe must be set into the anhydride formation at least two feet and be cemented from top to bottom;
   (b)   Adequate well head safety device shall be used to prevent blow-out;
   (c)   The entire drilling rig, together with its equipment, shall be fenced and adequate measures shall be taken to protect persons and property from blowing oil;
   (d)   All slush ponds and pits shall be of metal type;
   (e)   Pumping units shall be surrounded or enclosed with a six-foot chain link fence, and, on top of said fence, there shall be a protruding extension of three barbed wires at a 45-degree angle to the outside;
   (f)   All pumping units must be powered by an electric motor and equipped with a belt guard;
   (g)   All salt water produced from any well in the city must be disposed of according to the regulations promulgated by the state’s Corporation Commission; and
   (h)   All pumping units must be kept in a clean condition and must be kept well painted. All firms, persons or corporations who have been granted a permit to drill a well within the city limits of the city shall be allowed to construct, use, maintain and/or salvage all necessary pipelines in the streets, public grounds and alleys. All of such pipelines shall be buried below the surface of the ground, and (when said pipelines are laid, maintained or salvaged, the permit holder shall restore the grounds, streets and alleys to as good condition as practicable. Where a pipeline crosses a street or alley which has a concrete or asphalt surface, the pipeline shall be bored under such hard surface. The permit holder shall furnish the city with a copy of the plans, specifications, layouts, exact location and approximate depth of, and use of all such pipelines.
