(a) Effective October 1, 1978, the pay periods for employees of the City shall be biweekly.
(b) For purposes of this section, "employees" means all persons whose pay is distributed through the office of the City Auditor. However, the Auditor may exercise discretion to exclude from the biweekly schedule employees who are presently paid less frequently than monthly.
(c) The Auditor is hereby authorized to implement the biweekly schedule according to the best and most generally accepted accounting procedures, including, if necessary, the retention of portions of pay from employees.
