All full-time employees entitled to overtime compensation shall be paid at the rate of one and one-half times their assigned pay ranges, or they may be given compensated time off at the rate of one and one-half hours for each hour worked. The department head in his discretion shall decide when and which method shall be used to compensate for overtime.
