925.12 CONNECTION TAPPING FEE.
   Where a building or additional buildings on the same lot, lots or lots of subdivisions are connected to a new and/or existing sewer serving such lot, lots or lots of a subdivision, a connection tapping fee, in an amount equal to the prescribed fee, is required for each building or additional building served by the new connection. The prescribed fees shall be according to the fee schedule in effect for the following types of buildings:
   (a)   For single family dwelling units for which a sewer permit is required, the fee is one residential connection tapping fee.
   (b)   For multiple family dwelling structures for which a sewer permit is required, the fee is one residential connection tapping fee for each family unit.
   (c)   For a structure intended partially or wholly for commercial purposes, for which a sewer permit is required, the fee is one commercial connection tapping fee for each 15,000 square feet or less. Dwelling units in commercial structures shall be charged as above. As used in this section, "commercial unit" means an establishment whose principal activity is to provide merchandise or services to those who need them.
   (d)   For any structure intended partially or wholly for industrial purposes for which a sewer permit is required, the fee is one industrial connection tapping fee for each 40,000 square feet or less. Commercial units in industrial structures shall be charged as in subsection (c) hereof. As used in this section, "industrial purposes" means an activity where materials are received, altered by one or more internal operations and then dispatched in the altered form.
   (e)   All municipal, county and state activities shall be classed as commercial providing services.
   (f)   All churches, schools, hospitals and other service organizations shall be classed as commercial providing services.
   The above prescribed fees are in addition to the charges provided in Section 925.10 and Section 925.11 and shall apply to all new connections to the sanitary sewer.
   The funds collected from the connection tapping fees shall be credited to the Sanitary Sewer Improvement and Extension Fund to be used for the maintenance, improvement and extension of public sewers or for the retirement of bonded indebtedness resulting thereof.
