925.11 ACREAGE BASE CONNECTION FEES.
   (a)   Acreage base connecting fees are charges made on lands that have not previously paid assessments for the construction of sanitary sewer lines either on such lands or adjacent to such lands. The acreage base connecting fee shall be determined by the fee schedule in effect at the time of obtaining sanitary sewer service.
   (b)   Land which was not assessed at the time of the original construction of a sanitary sewer may be connected to existing sewer or sewers provided that the capacity of such sewer or sewers is sufficient to accommodate the additional flow increment calculated to become tributary to such sewer or sewers, as a result of such connection.
   (c)   The developer or developers of land to be connected to an existing sanitary sewer shall be required to construct all such sewers necessary to serve the developer's land at his or their expense, after having received approval of detail plans therefore, from the City and any other governmental agencies.
   (d)   All such connections shall conform to the statutes and regulations of the State of Ohio and the ordinances and regulations of the City relative to the construction and use of public sewers.
   (e)   Any connection to the sanitary sewer system of the City shall not be made until an acreage base connecting fee shall have been paid to the City. This fee is applicable to land which was not assessed at the time of the original construction of a sanitary sewer and shall be exclusive of the land area utilized for streets in platted land or an allowance for future streets in unplatted land.
   (f)   The acreage base connecting fee for the connection to the sanitary sewer system shall be credited to the Sanitary Sewer Improvement and Extension Fund. Any moneys credited to this fund shall be used for the maintenance, improvement and extension of sanitary sewers or for the retirement of bonded indebtedness resulting therefore.
