741.20 LOCAL BUSINESS OFFICE.
   (a)   The grantee shall maintain a staffed office within the cable service territory. Such office shall be operated so that payments may be made and complaints and requests for repairs or adjustment may be received and processed with minimum delay. The office shall open no later than twelve months from the beginning of the initial term of this franchise as specified in Section 741.06. Such office shall be open during normal business hours and shall have evening hours at least one night per week or, at the grantee's option, Saturday hours.
   (b)   A review of the office shall be performed two years from its opening. The review shall compare the City's and the subscribers' need for and the use of the office to the level of use of similar offices by other communities served by the grantee.
   (c)   If the review reveals the office has substantially less customer use in comparison to other such offices, the grantee may change or cancel operation of such office with the consent of the City, such consent not to be unreasonably withheld.
   (d)   The City shall be notified, in writing, at least ninety days prior to any proposed change or cancellation in operation of the office and its consent shall be deemed given unless it provides written notice, within thirty days of the receipt of the notice from the grantee, to the grantee that it does not consent to such change or cancellation and stating the reasons such consent was not given.
