The initial term of this franchise shall commence upon the effective date of this franchise and its written acceptance by the grantee, whichever is later, and shall expire on July 31, 2002 unless the rebuild/upgrade referred to in Section 741.18 shall be completed by the date specified in Section 741.17, in which case the initial term of this franchise shall expire on October 31, 2004, unless renewed or revoked as herein provided.
