No later than twelve months from the beginning of the initial term of this franchise as specified in Section 741.06, the grantee shall submit a proposal for rebuilding and/or upgrading the system serving the cable service territory, which proposal shall be reasonably designed to meet the future cable-related community needs and interests of the City and the subscribers, taking into account the cost
of meeting such needs and interests. Such system upgrade shall incorporate the generally accepted state of the art technology for systems of comparable size and shall consist of a bi-directional subscriber network. Such rebuilt/upgraded system shall be capable of passing frequencies of at least 450 megahertz and shall enable subscribers to receive pay-per-view programming. It shall also feature, at no additional charge, a parental control device. The rebuilt/upgraded system shall also include addressable technology. The rebuild/upgrade shall commence no later than February, 1994, and shall be completed by December 31, 1995, subject to extension for good cause.
