557.07 TREES AND SHRUBS NOT TO OBSTRUCT.
   (a)   The owner or the person having the right to the possession of any lot or land within the City is hereby required to have and to keep any and all trees and shrubbery of whatever kind, upon, adjoining to or abutting upon such lot or land, properly trimmed and pruned in such a manner that the trees and shrubbery shall not at anytime obstruct the light from any public street lamp upon any street, alley, sidewalk or public ground of the City. The trees and shrubbery shall not, at anytime, obstruct or inconvenience the public travel upon the streets, alleys, sidewalks or public grounds of the City nor obstruct the view of the public vehicular traffic on the streets, alleys or public grounds of the City.
 
   (b)   Any trees or shrubbery of whatever kind which are not kept properly trimmed and pruned and are permitted to obstruct the light from any public street lamp upon any street, alley, sidewalk or public ground of the City; are permitted to obstruct or inconvenience any public travel upon the streets, alleys, sidewalks or public grounds of the City; or are permitted to obstruct the view of the public vehicular traffic upon the streets, alleys or public grounds of the City are hereby declared to be a nuisance and shall be abated in accordance with the provisions of this section.

   (c)   Notice to the owner or the person having the right to possession of the lot or land within the City in violation of this section shall be in the same form as provided for in Section 557.03 with such procedures as set forth in Section 557.04 to be followed upon the owner failing to comply with such notice by the City.
 
   (d)   In the event that it is necessary for the City to trim and prune any trees or shrubbery on any lot or land within the City as a result of the owner or the person having the right to possession of the lot or land within the City failing to comply with this section, then the costs to the City shall be reported to Council, including the costs of investigation, handling of the nuisance complaint and costs of service and notification which shall, upon approval by Council, be entered upon the tax duplicates so as to constitute a lien upon such lot or land in accordance with the procedures set forth in Section 557.05.
