The City may also authorize the hiring of such other works as from time to time are deemed necessary, which workers shall be designated as City Maintenance Laborers. Such employees shall be responsible to the Foreman of City Maintenance and the Supervisor of City Maintenance, A Laborer may also be a person who is qualified to operate the City water and sewerage system in accordance with the statutes and regulations of the State. Such Laborers shall be appointed by the Mayor with the advice and the consent of Council.
