The City of Christopher in no way warrants, impliedly or expressly, to any person or entity that the housing inspection program enacted by this chapter is designed to guarantee to any person or entity that any property is safe for use, occupancy, or habitation in any form. It is the City's intent to enact a cost-effective program to minimize or reduce the number of blighted inhabitable properties within the City, and to use common-sense measures in an attempt to verify occupied properties are generally habitable for citizens of the City of Christopher.

Citv of Christopher--Housing Inspection Explanations

Purpose: The City of Christopher intends to assure that rental housing, including residential properties being sold pursuant to a “contract for deed” or “rent to own” or similar agreement, located within the City are maintained in a good, safe and sanitary condition.
Minimum Expectations for Exterior of all Housing Units
> Foundation: In good condition
> Windows: There must not be any missing, broken, or cracked windows
> Exterior Door: There must be an unobstructed exterior door that closes and can be locked
> Weeds/Garbage: See City of Christopher Ordinance Standards
> Abandoned Vehicles: See City of Christopher Ordinance Standards
Minimum Expectations for Interior of all Housing Units
> Ceiling: No signs of leaking (discolorations or staining of ceiling)
> Floor: Floor covering should not be tom or have holes
> Cleanliness: The unit must be empty from any prior tenant/resident and cleaned for any new tenant/resident
> Electrical Outlets: All outlets/switches must have cover plates and be in good working order
> Basement: No signs of standing water or problematic areas
> Insects/Vermin: Free from roaches, rodents, or similar animals that may create a nuisance
> Smoke Detectors: Must have operable smoke detectors in the immediate area of bedrooms and furnace
> Carbon Monoxide Detectors: Required if gas hot water heat or other gas appliances are present
> Heating Facilities: There must be a permanently installed working heating system which must be free of debris and obstructions
> Hot Water Heater: There must be a properly functioning hot water heater serving every housing unit.
Kitchen/Bathroom
> Lavatory: A room which affords privacy to a person within said room and which is equipped with a tub or shower as well as a toilet.
> Toilet: Flushable toilet that functions properly, securely mounted, and does not leak
> Tub or Shower: in working condition
> Hot/Cold Water: Running water in bathroom and kitchen
> Leaks: No sign of plumbing leaks in the bathroom or kitchen
> Drains: No sign of clogged drains or slow drains
> Sewage: Must be discharged into a public sewer system
Inspections will be conducted each time a rental property has a change of occupancy, including when a property is being sold by “contract for deed, rent-to-own,” or similar agreement. Each inspection is $25 and must be paid prior to the time of inspection. The owner of the property is responsible for ensuring that the property is in good condition and in compliance with the above minimum standards.
