(a) This chapter applies to any and all dwellings, accessory structures, mobile homes, buildings and premises used or intended to be used as residential property within the City.
(b) This chapter shall be applied prospectively from the date of its adoption on or about February 8, 2021. Starting February 9, 2021, each and every owner of any interest in a housing unit or dwelling that is subject to this chapter shall be responsible for informing the City of any future change(s) in occupancy as to all residential properties, in order to ensure each such property is inspected as required by this chapter upon each and every change in occupancy moving forward, and in any event before a new tenant, purchaser, or resident occupies the subject property. The City Water Department reserves the right to refuse to provide service until satisfactory completion of an inspection pursuant to this chapter.
