Before any fencing is added, replaced, or substantially modified to any property governed by this Code, any person or entity desiring to add, replace, or substantially modify fencing shall apply for a permit from the City Zoning Administrator on a form to be provided by the City and at no cost to the applicant. The process of obtaining a permit will allow the applicant to confirm with the Zoning Administrator all desired changes to fencing are in compliance with this code so as to avoid incurring substantial costs in derogation of this code.
