Whenever a power is vested in the Mayor or whenever the Mayor is required to do an act or perform an executive function, then, in his absence, the acting Mayor shall exercise such power or shall perform such act or executive function as fully as if expressly named in the ordinance, unless it is therein otherwise expressly provided, or unless such acts would be in derogation of law.
