1458.04 ABATEMENT BY CITY; COSTS.
   If the owner of a building or structure declared to be a nuisance fails or refuses to abate such nuisance within the time specified in the order of abatement, then the City shall abate such nuisance by razing the building or structure, or a part thereof, to ground level, removing all debris and filling all holes to ground level, by the employ-ment of labor or by contract. The salvage shall be sold and the proceeds thereof applied to the costs of razing and proceedings to abate. If such proceeds are not suf-ficient to pay such costs, then such owner shall be liable to the City for the balance of such costs, to be recovered by a proper suit at law. If the proceeds are more than the costs, then the balance shall be paid to such owner, if he or she is known or can be found. The equitable remedies provided for herein shall be in addition to the penalty provided in Section 1458.99, which penalty shall be imposed upon any person failing to comply with an order of abatement or otherwise violating or failing to comply with any of the provisions of this chapter.
