No person shall place or suspend, cause to be placed or suspended or keep or maintain placed or suspended from any building, structure, lot or place owned or occupied by him or her, any sign so that the same projects from the wall or front of such building, structure, lot or place more than three feet toward or into a street or alley or over a sidewalk or is less than eight feet in elevation from the level of a sidewalk.
