Council shall, annually, upon receipt of the report of the Board of Directors, include in the annual appropriation and tax levy ordinances such sums of money as is recommended by the Board in such annual report to be required for the Christopher Public Library for the ensuing fiscal year. It shall not be necessary for Council to specify in detail the objects or purposes for which the tax is levied, but such tax may be levied under the style and description of “taxes for library purposes” and shall be so levied in the annual tax levy ordinance of the City hereafter until the legal discontinuance of such Library. The City Council shall provide operating funds from the General Fund of the City for the use of the Library Board from time to time on an “as needed” basis.
