No person shall injure the Christopher Public Library or the grounds or other property thereof or injure, damage, destroy or fail to return any book belonging to such Library as provided by the rules and regulations of the Board of Directors. The penalty provided for a violation of this section shall not be construed to relieve the person committing the injury from the payment of damages therefor.
