The Christopher Public Library herein established shall be forever free to the use of the inhabitants of the City, subject to such reasonable rules and regulations as the Board of Directors may adopt. Such Board shall have the power to exclude from the use of such Library any and all persons who willfully violate such rules when made. The Board may extend the privileges and use of such Library to persons residing outside the City in this State, upon such terms .and conditions as such Board may prescribe from time to time by its regulations. Such Board shall in general, carry out the spirit and intent of this chapter in establishing and maintaining a public library in and for the City.
