(a) All votes in Council upon which the yeas and nays are required by law or the ordinances of the City to be recorded, shall be taken upon a call of the roll of Aldermen by the City Clerk, each Alderman answering yea or nay, as he or she may vote.
(b) The yeas and nays shall be taken upon the passage of all ordinances, and on all propositions to create any liability against the City, or for the expenditure or appropriation of its money, and in all other cases at the request of any member, and the same shall be entered on the journal of Council. The concurrence of a majority of all the members elected to Council is necessary to pass any such ordinance or proposition. However, a two-thirds vote of all Aldermen is necessary to sell any City property.
(c) No vote of Council shall be reconsidered or rescinded at a special meeting, unless at such special meeting there is present as large a number of Aldermen as were present when such vote was taken.
