There is hereby adopted by reference that certain plumbing code known as the Illinois State Plumbing Code, as amended, copies of which are on file with the City Clerk, and the same is incorporated herein as though set out in full herein, and the provisions thereof shall govern the installation, alteration and use of plumbing and plumbing equipment within the City and no person shall install or use any plumbing or plumbing equipment within the City that does not conform to the provisions of such Code, both as to installation and use thereof.
