That certain building code known as the National Building Code, recommended by the American Insurance Association, being particularly the 1976 edition thereof, including the December, 1977, amendments thereto, and the whole thereof, save and excepting such portions thereof as are hereinafter deleted, modified or amended, of which not less than three copies have been and now are filed in the office of the City Clerk, is hereby adopted by reference, and the provisions of such National Building Code shall control and govern the construction of all buildings and other structures within the corporate limits of the City.
