In any district where dwellings are permitted, a one-family detached dwelling may be constructed on any lot of official record at the time of the enactment of this Zoning Code (Ordinance 340, passed December 19, 1966), if the owner of such lot does not own the adjoining property, provided that the proposed yard spaces satisfy requirements prescribed for the district in which such lot is located, or requirements as may be modified by the Board of Zoning Appeals, as set forth in Chapter 1290.
