All contracts for collecting, removing and disposing of garbage and rubbish under the provisions of this chapter shall be let to the lowest and best responsible bidder, the right being reserved to reject any and all bids, provided, if no bids are received or all are rejected, the City may proceed to let the contract as if no bids had been sought or received by advertising for new bids.
