There shall be placed in the service pipe, immediately within the wall of the building to which service is connected, a brass stop cock with waste, easily accessible and at such point that all water may be drained out of the pipe within the building for the protection of the building, its occupants and contents in case of the development of a leak, and to prevent the freezing of pipes and fixtures by the use of such stop cock.
