1040.10 APPLICATIONS FOR SERVICE; CONTRACT WITH CITY.

Water shall be furnished by authority of the City to consumers only upon written application signed by the customer, which application shall, together with the water rates and the provisions of this chapter, constitute the contract between the City and the user. Users shall be held liable for all charges for water so long as they do not give notice to quit service.
