(a) The City hereby declares itself free from any liability for damages to any person due to an accident, the elements or any other cause over which it has no control.
(b) No claim for damages shall be made against the City by reason of the breaking or freezing of any service pipe or fixture, nor because of the failure of the water supply caused by drought, failure of electric current, breakage of water mains or failure of pumps, nor for shutting off the water supply to make necessary repairs or extensions or for any other purpose deemed necessary for the proper operation of the water system.
