Every massage establishment shall, at all the times it is open to the public, be held open for inspection by duly authorized representatives of the City and County departments concerned with the licensing and supervision of such establishments. The Police Department and the Building Inspector shall from time to time and at least twice a year make an inspection of each massage establishment which is granted a permit under this chapter for the purpose of determining that the provisions of this chapter are complied with. Such inspections shall be made at reasonable hours and in a reasonable manner.
No permittee shall fail to allow such inspection officer access to the premises or hinder such officer in any manner. A massage establishment which is licensed by the City shall at all times comply with all health regulations, rules and requirements that are now in effect and that are promulgated by the Health Department and the State Department of Public Health.
