The Mayor shall provide each masseur and masseuse who is granted a permit with an identification card which shall contain a photograph of the masseur or masseuse and the full name and permit number assigned to such masseur or masseuse. Such card must be worn on the front of the outermost garment at all times during the hours of operation of any establishment which is granted a permit pursuant to this chapter.
