No person shall employ in any premises used for the retail sale of alcoholic liquor any person who is afflicted with, or who is a carrier of, a contagious or venereal disease, and no person who is afflicted with, or a carrier of, any such disease shall work in or about any such premises or engage in any way in the handling, preparation or distribution of such liquor. No minor shall draw, pour, mix or serve any alcoholic liquor in any licensed retail premises.
