The Mayor shall be the local Liquor Commissioner. Such Commissioner shall have the following powers, functions and duties with respect to licenses issued under this chapter:
(a) To grant and revoke, for cause, all local licenses issued to persons for premises within his or her jurisdiction;
(b) To enter and to authorize a law enforcement officer to enter at any time upon any premises licensed under this chapter to determine whether or not any of the provisions of this chapter or other law or ordinance has been or is being violated and at such time to examine such premises of a licensee in connection herewith;
(c) To receive complaints from a resident within his or her jurisdiction that a law or ordinance concerning the sale of alcoholic liquor is being violated and to act upon such complaints in the manner provided by law;
(d) To receive all local license fees provided for in this chapter and pay the same forthwith to the City Treasurer who shall place the same in the General Fund; and
(e) To examine or cause to be examined, under oath, an applicant for a liquor license or a renewal thereof or a licensee upon whom notice of rejection or suspension has been served, as provided by statute, and to examine or cause to be examined the books and records of such applicant or licensee and to hear testimony and take proof of his or her information in the performance of his or her duties and, for such purpose, to issue subpoenas, which are effective in any part of the State, for the purpose of obtaining the information desired by such Commissioner under this section. The Commissioner may authorize an agent to act on his or her behalf, as provided by statute.
