804.08 NONELIGIBILITY FOR LICENSES.
   No license required by this chapter shall be issued to:
   (a)   A person who is not an actual resident of the City;
   (b)   A person who is not of good character and reputation;
   (c)   A person who is not a citizen of the United States;
   (d)   A person who has been convicted of a felony;
   (e)   A person who has been convicted of pandering or other crime or misdemeanor which is opposed to decency or morality;
   (f)   A person who has been convicted of being a keeper or who is the keeper of a house of prostitution;
   (g)   A person whose license under this chapter has been revoked for cause;
   (h)   A person who at the time of application for renewal of a license issued hereunder would not be eligible for such license originally;
   (i)   A partnership, unless all members of such partnership are qualified to obtain a license;
   (j)   A corporation or club, if any officer, manager or director thereof, or any stockholder owning more than five percent of the stock of such corporation, would not be eligible to receive a license hereunder for any reason other than a lack of citizenship and residence within the City;
   (k)   A person whose place of business is conducted by a manager or agent, unless such manager or agent possesses the same qualifications required of the licensee;
   (l)   A person who has been convicted of a violation of a Federal or State law governing the manufacture, possession or sale of alcoholic liquor, subsequent to the passage of this chapter (Ordinance 450, passed December 4, 1978), or who has forfeited his or her bond to appear in court to answer charges for such violation;
   (m)   A person who does not own the premises for which a license is sought, unless he or she has a lease thereon for the full period for which a license is sought to be issued;
   (n)   A law enforcement officer, the Mayor, an Alderman or a president or member of a county board; or
   (o)   A person who is not eligible for a State retail liquor license.
