804.01 INTERPRETATION OF CHAPTER.

This chapter shall be liberally construed to the end that the health, safety and welfare of the residents of the City are protected and temperance in the consumption of alcoholic liquors is fostered and promoted by the sound and careful control and regulation of the sale and distribution of alcoholic liquors.
