If weeds are cut by the City or by another person directed to cut them on behalf of the City, a notice of lien for the costs and expenses thereof incurred by the City shall be recorded in the following manner:
(a) The City or such person performing the service, in its or his or her own name, may file notice of lien in the office of the County Clerk.
(b) The notice of lien shall consist of a sworn statement setting out:
(1) A description of the real estate involved which is sufficient for identification thereof;
(2) The amount of money representing the costs and expenses incurred or payable for such service; and
(3) The date when such costs and expenses were incurred by the City.
(c) Such notice shall be filed within sixty days after such costs and expenses have been incurred.
