When a violation of Section 684. 02 is found by, or is reported to, the Chief of Police, the owner of the premises involved, if known, shall be notified forthwith by the Chief, in writing, to cut such weeds and clean such premises thereof within five days. If the owner of such premises is unknown or cannot be found within the City or the person so notified does not comply with such notice, the City, by its proper officers and employees, may cut such weeds or may authorize another person to cut the weeds on behalf of the City.
