No person shall procure, solicit or suffer the prostitution of his or her person with acts of fornication or other similar acts. No person shall loiter in or about any street, alley or other public place at late and unusual hours of the night time unaccompanied by any other person or under such circumstances as are wholly inconsistent with prudent and virtuous intentions.
