No person shall remove, or cause to be removed, or aid or assist in removing, a building, into, through, along or across a street, alley or public ground in the City, without first obtaining a permit therefor from the Mayor, nor shall such moving unnecessarily encumber or obstruct a street or alley for a longer time than is necessary in the prompt and diligent removal of such building.
