672.04 INJURY OR OBSTRUCTION OF SIDEWALKS, STREETS AND PUBLIC AREAS.
   (a)   No person shall cause a sidewalk in front of his or her premises to become broken or leave on a street, alley, sidewalk or other public way a plow, barrel, box, basket or anything else that obstructs free passage on such public way at any time. No person shall suffer the sidewalk in front or adjoining the premises owned or occupied by him or her to become obstructed with trash.
   (b)   No person shall encumber or obstruct a street, alley or sidewalk with building materials or any other thing without first obtaining the written permission of the Mayor or the Superintendent of Streets, nor shall any person, except in cases of urgent necessity and for a short time, encumber or obstruct more than one-half of a street, alley or sidewalk.
   (c)   No person shall erect or cause to be erected in, on or around a park, public ground or public square, or on a sidewalk or in an alley or street in the City, in such a manner as to obstruct the light or view of another person or the free circulation of air, a bulletin board, fence or structure for the purpose of posting or pasting show bills or advertisements of any kind or for any other purpose.
