672.03 SIDEWALK AND STREET ENCROACHMENTS.
   (a)   No person shall suspend any merchandise or other article above a sidewalk, or set up or cause to be set up a sign, box or fixture which extends over or upon a sidewalk more than eighteen inches from the building line or inside of such sidewalk, unless such merchandise or other article, sign, box or fixture is suspended at least eight feet above such sidewalk. However, nothing herein contained shall be construed to prevent merchants or manufacturers from occupying with their wares, for a reasonable time, the sidewalk when receiving or shipping goods.
   (b)   No owner of a structure, enclosure, fence, cellar door, stairway or building, which encroaches upon a street, alley or sidewalk, shall fail to remove the same within thirty days after written notice to do so, which notice is made pursuant to a special resolution of Council.
   (c)   No person shall knowingly make or cause to be made a structure, enclosure, fence, cellar door, stairway or building which encroaches in whole or in part upon a street, alley or sidewalk of the City.
