No person shall, at any time, disturb the peace and quiet of the City or a resident thereof by making loud and unusual noises or by tumultuous and offensive behavior or by threatening, quarreling or challenging to fight or fighting. No person shall congregate with another person for an unlawful purpose or for any purpose that annoys and disturbs another person. (Ord. 7. Passed 6-17-19.)
