656.04 INTERFERENCE WITH USE OF PUBLIC BUILDINGS.
   No person shall, with other persons, congregate about or upon a stairway, doorway or window, or in front of a business, dwelling, theater, lecture room, church or elsewhere, and by so doing obstruct or interfere with the free passage of persons entering or occupying any such building or premises or, by his or her language, conversation or conduct, annoy, insult or disturb a person passing along a street or alley or occupying, residing or doing business in any of such buildings or premises.
