No person shall practice a confidence game within the City or decoy, entice or in any manner induce another to engage in a game of chance with cards, dice or another device, by which money or other valuable thing may be won or lost, or act in the capacity of a capper or confidence man, or, by the use of intoxicating liquor or through the aid of another person or otherwise, entice or allure a person to enter an apartment, room or gaming house with the intent to deprive or defraud such person of money or other valuable thing.
