No person shall play for money or other valuable thing at a game with cards, dice, checks or at billiards or with any other article, instrument or thing which may be used for the purpose of playing or betting upon or winning or losing money or anything of value. No person shall bet or wager any money or other valuable thing at or upon a game at which others are or may be playing.
