No person shall falsely represent himself or herself to be an officer of the City or, without being duly authorized, exercise or attempt to exercise any of the duties, functions or powers of a City officer, or hinder, obstruct, resist or otherwise interfere with a City officer in the discharge or his or her official duties, or attempt to prevent any such officer from arresting a person, or attempt to rescue from any such officer a person in the custody of such officer.
