(a) The driver of a vehicle emerging from an alley, driveway or building shall stop such vehicle immediately prior to driving onto a sidewalk or into the sidewalk area extending across an alleyway, and upon entering the roadway shall yield the right of way to all vehicles approaching on such roadway.

(b) The driver of a vehicle emerging from what is known as the Dairy Queen parking lot (the southeast corner of Victor and Market Street) onto Market Street in the City may exit only by making a right turn onto Market Street and proceeding in an easterly direction. An appropriate sign shall be erected upon such parking lot indicating that persons exiting from such lot shall make a right turn only.
