(a) A person who violates his or her written promise to appear in court, which was given to an officer upon an arrest for a traffic violation, is guilty of a misdemeanor, regardless of the disposition of the charge on which he or she was originally arrested.
(b) A driver of a motor vehicle who willfully neglects to answer to the charges set forth in a notice affixed to such motor vehicle by a police officer, as provided by this Traffic Code, is guilty of the charge for which the notice was originally issued.
